HFFI is appealing to the City Council regarding the Architectural Review Board's decision to approve the demolition of this historic and contributing resource to the Fredericksburg Historic District.

The building at 204 Lewis Street, within the viewshed of the Lewis Store (HFFI headquarters), was originally a domestic outbuilding constructed between 1911 and 1912 for local lumber dealer John William Masters (1854–1929) on land he purchased in October 1910. The property on which this building is located on is commonly referred to the Charles Dick House for its historic associations with the Colonial-era merchant and today, little historic fabric survives from Charles Dick’s tenure save the stone retaining wall supporting the uppermost terrace—a large part of which required emergency stabilization in 2019. The domestic outbuilding is known to have housed African American persons associated with the Master's ownership of the property.

The building at 204 Lewis Street is one of few surviving examples of this building type, a two-story carriage house with a second-level living space for domestic servants, in Fredericksburg dating to the early-twentieth century. The architecture of this modest outbuilding conveys historical information in ways both subtle and overt, reinforcing the purpose and City goals for historic preservation.
