Message from the Superintendent

 As we head towards the first reporting period of the 2013-2014 school year, some concerns have been noted relative to students' academic performance.  As the St. Martin Parish Superintendent of Schools and a member of the Louisiana Board of Elementary and Secondary Education (BESE), I am cognizant of the challenges presented with the implementation of Common Core (CC) standards.  Our students, parents, and educators are once again compelled to do a paradigm shift and are  being asked to make changes so all students will be college and career ready.
 Common Core is a national education initiative and is not unique to the St. Martin Parish School System.  I am sure you have heard of the outcry from parents in neighboring school systems where the media have covered news stories about inappropriate texts that have been presented to students.  I am grateful to all within the St. Martin Parish School System who have been instrumental in putting together units to better assist with these changes in curricula--writing teams, teacher leaders, and a host of others who have made personal sacrifices to get the job done. 
The new state standards are rigorous and aligned to national standards and were approved by BESE in 2010.  The new Common Core State Standards are supported by many who advocate that all students will learn the same skill regardless of who they are and where they reside.  These standards outline expectations relative to what students should know and be able to do in key areas: reading, writing, speaking and listening, language, and mathematics. 
Regardless of our professional, or political views of Common Core standards, school systems are compelled to implement these standards.  Students and educators will be held accountable for student outcomes relative to these standards.  We are moving forward with the implementation of these standards regardless of what discussions are reported in news reports.  I realize there have been reports of "waffling" among some politicians.  I believe Common Core is here for the long haul--at least, until the next election of state officials.  As many of you who have been in education for 25 or more years know firsthand, there have been numerous education initiatives over the years. 
With this said, I want to take this opportunity to thank our educators for their positive attitudes regarding the challenges of Common Core.  I also want to thank parents for their understanding that Common Core is new and in an "experimental" phase in our district and state.  I encourage an open line of communication between all stakeholders.  We need to work together to ensure success for our students.  At the end of the day, our success will be measured by the actions of our team.  Together we can! 
The St. Martin Parish School Board met on Wednesday, October 2, 2013, at the Breaux Bridge Municipal Building, 101 Berard Street, Breaux Bridge, Louisiana at 5: 00 P. M.  The Board approved the following:
  •  the announcement of the continued levy of a 1% sales and use tax as authorized by the voters on May 4, 2013;
  • the minutes of the regular meeting of September 4, 2013; Finance committee meeting and the special meeting of September 25, 2013;
  • the adoption of proclamations and resolutions: American Character Week;  October 20-26 – Red Ribbon Week; October 20-26 –
  • Expression of Appreciation to the Louisiana Legislature for re-instatement of 2.75% increase to the Minimum Foundation Program (MFP); --Request of an amendment of bonus points  for non-proficient super subgroup
  • Consideration and/or approval of changes to the 2009 Construction Projects
 Following the October Board meeting, the school board met with Mr. Mike Hefner, Lafayette Parish Demographer, to review the status of school board redistricting.  Immediately following this meeting, the school board met for its annual board retreat.  The Board retreat offered board members an opportunity to acquire continuing learning units (CLUs). Mr. Mark Boyer, School Board legal counsel, offered the training.

 The Louisiana Board of Elementary and Secondary Education (BESE) will meet on Tuesday, October 15, 2013 and Wednesday, October 16, 2013 at the Claiborne Building in Baton Rouge, Louisiana.  Committee meetings are slated for Tuesday with board meetings scheduled on Wednesday, October 16th.  Some agenda items will include a discussion of Common Core, the Value-Added Model of Compass--the teacher evaluation program, and several pieces of legislation addressing testing for special education students.  Interested individuals are encouraged to attend.

A reception was held in honor of school support personnel of the year at 3:15 P. M. at the Breaux Bridge Municipal Building.  Recipients of this prestigious honor were acknowledged for their exemplary work ethics and other attributes.  These employees were presented a plaque for their contributions to the St. Martin Parish School System.  Congratulations to all who were nominated and selected as Support Personnel of the Year!  You are representative of the outstanding employees within the district.  Wear this title proudly!!!!

The St. Martin Parish School Board recognized Ms. Rebecca Clark, Parks Middle School 7th and 8th grade teacher, as the September Employee of the Month.  Ms. Rebecca Clark was nominated by Ms. Brenda Courville. She is being celebrated for her exemplary work performance in the areas of volunteerism and leadership.  Ms. Clark was inducted in to the Louisiana 4-H Hall of Fame and was celebrated as one who has had a significant impact upon the youth of St. Martin Parish.  She has served as a Junior Club Leader, mentor, and overnight chaperone at regional and parish events.  A plaque was awarded to Ms. Clark at the Wednesday, October 2 School Board meeting and was provided by Southern Scripts, LLC.  Congratulations, Ms. Rebecca Clark! We are proud of you!



The School Nutrition program would like to thank all schools and administrators for their efforts in actively seeking the return of meal applications prior to the Oct. 1 count.  Through your efforts and hard work the parish was able to secure an increase of over 1.25% from last year’s percentages.  With all of the state cuts to education, we appreciate you taking time out of your busy beginning of year schedule to help us achieve our goal of increasing our numbers.  Students’ names who turned in their meal application before the deadline will be placed in a parish raffle for a Nook electronic reader.  Every school site will have a lucky student winner.  A special thanks to all donors who provided for the 16 Nooks to be given away to students.      
St. Martin Parish attended and enjoyed the annual SNAL conference.  The School Nutrition Program is proud to announce that over 25 employees attended the School Nutrition Association of Louisiana conference in New Orleans this June.  After a year of hard work, St. Martin was the proud recipient of awards and several honors.  Judy Delahoussaye, parish Association President, was awarded the State Thelma Flanagan Gold Award of Service for her President’s Plan of Action.  Mrs. Delahoussaye is the manager at St. Martinville High.  Catherine  Blanchard, Cecilia High Graduate, was honored with the award of the School Nutrition Association Scholarship.  She is currently enrolled at the University of Louisiana in Lafayette and is the daughter of Al and Clair Blanchard.  Several members of the parish association was elected and asked to serve on the SNAL Executive Board.  Reginald Hill was elected as the Manager Section Representative.  Mr. Hill is the manager at St. Martinville Junior High.  Rita Seneca was elected as Southwest Regional Representative.  Mrs. Seneca is the manager at Breaux Bridge High School.  Clair Angelle Blanchard will serve as the Publications Co-Chair and will serve on the Past Presidents’ Council, the Southwest Region Legislative representative, and the Education Committee.  Mrs. Blanchard is the program Supervisor and sponsor of St. Martin Parish School Nutrition Association.

St. Martin Parish School Board

St. Martin Parish School Board recently received an E-Rate Grant for student email in the amount of $21,000.00.  This grant affords our students the opportunity to have access to safe and secure email.  

Cecilia High School

Sixteen-year-old Shae Stelly, battling Muscular Dystrophy from a wheelchair, scored a touchdown for Cecilia High School at the Kiwanis Jamboree with the help of his coach, Terry Martin, and Lewis Cook, coach of Notre Dame.  Stelly's story was aired locally on KATC and  nationally on FOX News and subsidiary venues, one as far as England.

Coach Martin received an email from a Coach Pendleton in Maine with this message regarding the footage:

"I watched the video of your team and a wheel chair bound team mate scoring a touchdown.  In 15 years of coaching I have never seen a moment to equal that. Your one play showed more about winning and what athletics stands for than I have ever seen before in my life."

St. Martinville Junior High 

St. Martinville Junior High recently celebrated Senior Night for all eighth grade volleyball and football players.  During the ceremony, Mrs. Lucille Roberts, former coach, was recognized posthumously for her hard work and dedication to SMJH sports.  Green bracelets with the message “In Loving Memory of Coach Lucille Roberts” were given out to all in attendance.  Members of her family, including her husband, Daniel Roberts, were on hand for the occasion.  The football team is coached by Coaches Fontenot and Chaisson. The volleyball team is coached by Coach Sadou and Coach Brooker.  Cheerleader sponsor is Ms. McGuire.  


Parks Primary

Matthew LeBlanc began racing motocross at the tender age of 5.   Matthew has received 221 trophies and/or medals for finishing in a top position.  Of the 221 trophies and/or medals, 151 of them are 1st place finishes.  He has attended 12 national events. Of the 12 national events, he has 16 trophies for top finishes and 3 of those are 1st place national titles.  He also won the Olympiad Bronze Trophy at the 2012 Thor Winter Olympics.  He has also won the Texas State Championship 3 times, the Louisiana State Championship twice, and 1 Mississippi State Championship. He is undefeated at the area and regional levels and has made it to "the Big Show" every year, in the past 3 years.  This year he was chosen to ride in the KJSC (KTM Jr. SX Challenge), in the Dallas Cowboy Stadium, and he placed 1st in that race.  That earned him the opportunity to compete in the final round of the competition, against all the 1st and 2nd place winners of 5 venue races.  This final KJSC competition will occur on October 19, 2013, in Las Vegas, at the Pro Monster Energy Cup (this event will be televised on Fuel and Speed Networks).  Matthew's most recent accomplishment has been to earn the 2013 Vurb Classic Youth Performance Award.  He has been featured in our local Teche Newspaper and The Daily Advertiser, as well as the following magazines- Motoplayground, RacerX, Nextmoto Champions,and Glory Hogs.  In addition to his success in racing, Matthew maintains a 4.0 GPA.
