Issue # 4, Spring & Summer 2015

On behalf of the EU funded FP7 project 'BASE', we are happy to welcome you to the fourth issue of the biannual European Adaptation Newsletter. Here you will find latest research and activities from the BASE project, as well as climate adaptation news and events from across Europe. In this issue we take a look at adaptation in Denmark, where the European Climate Change Adaptation Conference will be held in Copenhagen in May 2015.

Adaptation to storm-surges in Denmark: Who pays?

One question is being repeated over and over in Denmark: Who will pay to protect against flooding from the sea in the intensified climate of the future? The existing legislation is outdated, and no one has yet produced an adequate funding plan ready. Workshops held by BASE partner the Danish Board of Technology (DBT) explored the perspectives of Danish stakeholders on this critical issue, and identified recommendations for improving Danish legislation. Don't miss the European Climate Change Adaptation Conference 2015!

12-14 May 2015, Copenhagen, Denmark

The scientific programme of the second biennial European Climate Change Adaptation Conference (ECCA 2015) is available online ECCA 2015 will cover a range of issues related to climate adaptation under the theme, "Integrating climate adaptation action in science, policy, practice and business." The conference will also feature a commercial exhibition for the business community, as well as three State of Green Tours to see innovative local adaptation activities in action. Full story here

The BASE project at ECCA 2015

As one of the three major European climate adaptation projects organising the conference, BASE researchers will play an important role at ECCA 2015. Our project team will be moderating panel sessions and workshops, presenting their latest research findings, hosting a booth about the project at the ECCA Expo, and ensuring the conference runs smoothly. Full story here

Adaptation Dialogues

Behind the scenes of ECCA 2015, with Dr Hans Sanderson

This May in Copenhagen, over a thousand leading climate adaptation scientists, decision makers, and practitioners will once again convene for the European Climate Change Adaptation Conference (ECCA 2015). In this Adaptation Dialogue, we talk with Dr Hans Sanderson, Head of the ECCA 2015 Organizing Committee, who speaks about the history and importance of ECCA, as well as what goes into planning an event of this scale. As the BASE project progresses, more and more new and important results are being generated by our project team. Check out a selection of recent outcomes, available for download:
  • 'Climate change, impact and adaptation scenarios for case studies': This report, structured in three chapters, provides an in-depth review of BASE case studies, including baseline climate change, impact and adaptation scenarios. Using data from the Case Study Living Document (CSLD) and from the updated climatic and socio-economic models, as well as preliminary results from case study research, chapters report and discuss the state of adaptation planning in different countries and case study groups.   • 'BASE Evaluation Criteria for Climate Adaptation (BECCA)': The aim of this report is to develop the BASE Evaluation Criteria for Climate Adaptation (BECCA). It is a framework and criteria set that can be used to evaluate the implementation of adaptation policies and measures. It is based on existing frameworks and criteria sets for evaluating climate adaptation conducted at international and EU, Member States, sub-national and local level. BECCA was ‘road-tested’ with the BASE WP5 case studies and, on the basis of their feedback, developed recommendation how and for which contexts BECCA can be used. Read more here
  • 'Knowledge use, knowledge needs and policy integration in Member States': This report produces a comparative analysis of national adaptation strategies in a selected sample of EU Member States. It is split into 3 analytical parts. Part 1 explores the architecture of adaptation policy in different EU Member States through the lens of policy coordination, including knowledge sharing, and explores the tension between top-down and bottom-up approaches. Part 2 compares the climate policy integration rationale underpinning national adaptation strategies to examine conceptual differences between climate policy integration and climate adaptation policy integration. Part 3 examines the integration of adaptation concerns and associated knowledge use in three key policy sectors: agriculture, water management and health. Read more here
