The Regional Greenhouse Gas Initiative - Part 1
In this first post of a three-part series I take a first look at RGGI - the Regional Greenhouse Gas Initiative. The focus for this post is the money flows in the RGGI program which I find to be convoluted and inefficient. However it is important to appreciate that the objective of the RGGI program is to put a carbon price on electricity generation, to use market mechanisms to create the incentives to reduce carbon emissions, and to direct some money to beneficial energy efficiency projects.
