Now is the time to contact your legislators and ask that they protect the state historic tax credit (HTC) program â€“ a successful incentive that effectively leverages private investment to rehabilitate historic buildings.
Over the next few weeks, the stateâ€™s Joint Finance Committee will vote on proposed changes to the Wisconsin HTC program. While the Governorâ€™s proposed 2015-2017 budget retains the 20% level put in place last year, it also includes recommendations that could greatly diminish the creditâ€™s positive impact on Wisconsin communities. The provisions include a cap at $10 million, awards based on a competitive basis, and repayment of credits if job estimates arenâ€™t met. These provisions endanger Wisconsinâ€™s competitiveness by creating uncertainty for rehabilitation developers. Keep Wisconsin competitive for historic redevelopment dollars.
To qualify for the Wisconsin Historic Tax Credit, a property must be a â€œcertified historic structureâ€ meeting the stringent criteria for listing on the State Register of Historic Places or the National Register of Historic Places. The project must involve the rehabilitation of the building for an income producing use and meet a minimum rehabilitation investment test. Construction work must meet the Secretary of Interiorâ€™s Standards for Rehabilitation and be approved by the National Park Service and the Wisconsin State Historic Preservation Office.
