PHMSA Final Rule Published 01/23/2017

On January 23, 2017 PHMSA signed the Pipeline Safety: Operator Qualification, Cost Recovery, Accident and Incident Notification, and Other Pipeline Safety Changes. While the document covers a variety of topics, PHMSA has delayed final action on the provisions that (we believe) would significantly impact the OQ Rule.

OQSG remains involved in API and ASME B31Q groups, and will keep you informed of the proposed changes to Qualification Program (CFRs 192.805, 195.505), Program Effectiveness (CFRs 192.807, 195.507), Recordkeeping (CFRs 192.809, 195.509), and Definitions (CFRs 192.803, 195.503).

Complete descriptions of these topics and additional information can be found on the Federal Register website.

**Special Note: This Final Rule was published following a memo to Federal agencies ordering a "Regulatory Freeze Pending Review" sent late Friday, by new White House Chief of Staff Reince Priebus.
