Welcome to AUCC’s first newsletter on Canada-EU research opportunities!

AUCC is member of a new consortium promoting science, technology and innovation collaboration between Canada and the European Union. Working under the ERA-Can+ project name, the consortium strives to build awareness of the research and innovation collaboration opportunities for Canadians in European funding programs.

The main instrument for Canadian universities and researchers to engage with Europe is through Horizon 2020, the European Union’s Eighth Framework Programme for Research and Innovation. Horizon 2020 will launch on January 1, 2014 with a budget of nearly € 80 billion (CAD $116 billion) over seven years.

AUCC will use this newsletter to disseminate information about new Horizon 2020 work programs, calls for proposal, and networking opportunities of interest to the Canadian university community. Please forward to colleagues who may wish to subscribe and receive information about new opportunities for research collaboration with Europe.
C’est avec plaisir que l’AUCC vous présente son premier bulletin sur les possibilités de partenariats de recherche canado-européens.

L’AUCC est membre d’un nouveau consortium qui vise à promouvoir la collaboration entre le Canada et l’Union européenne en matière de science, de technologie et d’innovation. Le consortium ERA-Can+ a pour objectif de sensibiliser les chercheurs canadiens aux possibilités de collaboration en matière de recherche et d’innovation qu’offrent les programmes de financement européens.

Le huitième programme-cadre pour la recherche et l’innovation de l’Union européenne, Horizon 2020, constitue une interface privilégiée de participation entre les universités et les chercheurs canadiens, et ceux de l’Europe. Horizon 2020, qui entrera en vigueur le 1er janvier 2014, est doté d’un budget de presque 80 milliards d’euros (116 milliards de dollars canadiens) échelonné sur sept ans.

Le présent bulletin permettra à l’AUCC de diffuser de l’information sur les nouveaux programmes de travail, les appels de propositions et les occasions de réseautage du programme Horizon 2020 qui sont susceptibles d’intéresser le milieu universitaire canadien. N’hésitez pas à faire suivre le présent message à vos collègues qui souhaiteraient s’abonner à ce bulletin pour rester à l’affût des nouvelles occasions de collaboration avec l’Europe en matière de recherche.

Horizon 2020 calls for proposal just released! | Publication d’appels de propositions d’Horizon 2020 viennent d'être lancées!  
 

Horizon 2020 calls for proposal (2014-15) were just released by the European Commission. Calls will fall under the various work programs that the Commission has selected as priority areas for funding.

Additional annual calls will likely be published at the same time each year for the remainder of the program. 
Le Conseil européen vient de publier les appels de propositions d’Horizon 2020 pour 2014-2015. Les appels s’inscriront dans le cadre des divers programmes de travail que le Conseil a désignés comme domaines de financement prioritaires.

Les appels seront publiés annuellement par la suite, probablement à la même période de de l’année.
 

Horizon 2020 official work programs posted* 


The European Commission has just published the official Horizon 2020 Work Programs. These work programs outline the expected topics for funding and explain the connection of Horizon 2020 to the main EU policies relevant to research and innovation, such as the ‘Europe 2020 strategy,’ the ‘Innovation Union’ flagship initiative and the European Research Area. 

Canadian researchers will be particularly interested in the EU's Blue Growth agenda where participation with Canada is prioritized in several calls. 

The Blue Growth agenda is part of the Horizon 2020 Work Program titled: Food security, Sustainable Agriculture and Forestry, Maritime and Inland Water Research and the Bioeconomy.

Project consortia


The minimum number of participants in funded projects is at least three independent legal entities from different EU member states or associated countries. Canadian partners are in addition to this minimum three. This is the same as FP7.


Forms of funding


Horizon 2020 will include the following forms of funding:
  • Grants
  • Public procurement
  • Pre-commercial procurement
  • Procurement of innovation solutions
  • Prizes
  • Financial instruments (a debt financial instrument, an instrument providing equity finance for R&I)

Time-to-grant “5+3”


The “time-to-grant” (the interval between the deadline for applying for funding and the signature of a grant agreement) will be reduced. Evaluation results will be given within five months and the contract will be negotiated within three months of that date. 

 

Reimbursement of costs


The reimbursement of costs will be based on a single reimbursement applicable to all activities within a project. The reimbursement rate for universities will be based on 100% of direct costs in all types of projects plus a flat-rate of 25% of the total eligible direct costs to cover indirect costs. There is no longer an option for reimbursement based on full costing methodologies, as there was under FP7.

 

Personnel costs and time recording


It is foreseen to accept average personnel costs (scale of unit costs.) Researchers who work exclusively on a project will not be required to record their time.

 

Open access


Open access will be mandatory for all scientific publications produced with funding from Horizon 2020, and contributions to the costs for such publications will be eligible for reimbursement. The nature of the open access publication, whether through ‘green’ or ‘gold’ routes, will be left to the discretion of the grant recipient. There will also be an Open Access data pilot, although this will be optional.

EURAXESS is a networking tool for European and non-European researchers wishing to pursue a short or longer research stay in Europe. It provides information about research and innovation in Europe, free job/fellowship publishing, opportunities for research funding, for international collaboration and for trans-national mobility, as well as personnalised assistance to researchers and their families when moving to, or living in, another European country. Building on previous ERA-Can I and II projects, ERA-Can+ brings a new consortium of partners together to expand transatlantic research collaboration and to enrich the Canada-EU policy dialogue on science and technology cooperation.

ERA-Can+ brings AUCC, the Department of Foreign Affairs, Trade and Development Canada and the Public Policy Forum, as the Canadian members, together with four leading organizations for research and innovation development across Europe: the Agenzia per la Promozione della Ricerca Europea in Italy, the Centre National de Recherche Scientifique in France, the Project Management Agency at DLR in Germany, and the Zentrum für Soziale Innovation in Austria. The Italian partner is the coordinator for the project.
Pour faire suite aux précédents projets ERA-Can I et II, le projet ERA-Can+ réunit un nouveau consortium de partenaires afin d’accroître la collaboration transatlantique en matière de recherche et enrichir le dialogue stratégique canado-européen à l’égard de la coopération en science et en technologie.
 
Les membres canadiens du consortium ERA-Can+ sont l’AUCC, le ministère des Affaires étrangères, 
Commerce et Développement Canada et le Forum des politiques publiques. Ils unissent leurs efforts 
à quatre chefs de file de l’avancement de la recherche et de l’innovation en Europe, soit le Zentrum 
fuer Soziale Innovation, Autriche, le Centre national de la recherche scientifique, France, 
l’International Bureau of the BMBF au DLR, Allemagne, et l’Ageniza per la promozione della 
ricerca Europea, Italie. Le partenaire italien agit également comme coordonnateur du projet.
