The Governing Board met on 8 September to continue the planning for a resumption of Club meetings.  Holiday Inn management has noted that due to loss of business caused by current lack of tourism, they have had to reduce staff and cut costs.

As a result, the meeting day will need to be on a weekday as the weekend is now their busy period and utilizes all their available staff. Further, they will only be able to provide a smaller meeting room with a total capacity of around 50 persons (it will still be on the Bay Tower's Mezzanine floor). Breakfast will be in their 4th floor Cafe G at a set price with choices from an 
a la carte menu. The Board still needs to confirm the price, which is expected to be around 250 baht for our attendees.

Also, Holiday Inn Management will only commit for September PCEC meeting(s) which will be on a trial basis with no commitment for continuing in October. Since providing the meeting space and audio video equipment has always been based on a certain number of attendees purchasing a breakfast, the number doing so at the next meeting will be major determining factor.

The Board made tentative plans including a meeting date for the next meeting, but subsequent to the Board meeting, the Holiday Inn advised it had a conflict for that date.  Currently, the Board is deciding on another date but have decided that attendees will need to buy a breakfast and that attendance will be restricted (members having a priority).

RAMAYANA WATER PARK - DISCOUNTS FOR RESIDENTS UNTIL SEPTEMBER 30 (includes long stay expats)

You are a resident, if you can show one of the following documents: Thai ID, Thai Work Permit, Thai Driving License or Passport with any visa except from the touristic one.


NOTE: One of our members reports that when you visit their website, the ticket prices now show admission is free if you are 60 or over, which he plans to take advantage as he will need to pay for only the ticket for his companion.
YOU CAN RENEW MEMBERSHIP, BUT CARDS ARE NOT BEING DELIVERED WHILE MEETINGS ARE SUSPENDED

Judith Edmonds advises that while meetings are currently suspended, she will be making new membership cards, but will not be able to deliver them until meetings resume. Should you still wish to renew, please contact her by email to judithpcec@gmail.com and she will send you bank details for making payment. Once you send her the receipt for the payment through bank transfer, she will record your renewal and make the card.

 
The Thai Government has extended the Emergency Decree until 30 September 2020. There were no additional restrictions announced. Click here for the Pattaya News article.

The prohibition for many foreigners to enter Thailand remains in effect until further notice. However, the Government will now permit certain categories of foreigners to enter.

foreigners with permanent residences in Thailand and long-term foreign residents.

ANNOUNCEMENTS FROM THE BRITISH EMBASSY IN BANGKOK



Notarial Services: (click here for announcement)

From 1st July until further notice, we will be providing notarial services from a temporary office in Bangkok. If you make an appointment with us for a notarial or documentary service, we will confirm where you need to go when you reserve your appointment. Please do not attend AIA Sathorn for your appointment.

During this time, we will be unable to accept cash payments. You can pay for your required service before your appointment via the link provided in the application pack or with a valid credit/debit card during your appointment.

BANGLAMUNG (PATTAYA) LTO NOW ACCEPTING FOREIGNER APPLICATION FOR THAI DRIVING LICENSE RENEWALS

Henk Hauer, as part of his services to the PCEC of providing Thai Driving License assistance,  visited the Banglamung (Pattaya) Land Transport Office (LTO) to obtain information on their current process for foreigners wishing to renew their Thai Driving Licenses, which are:

1. First visit - have completed documents

2. UPDATE - Documents checked, but based on latest report the LTO does not keep the documents. The LTO will give you a future appointment date with a time of 10am or 2pm for you to return and complete the process. The date for next visit will depend on number ahead of you as the number of foreigners processed for license is limited to 20 per day - thus Henk recommends early arrival for first visit.   [Based on the latest report from a member, he said his appointment date was almost 2 months from the date of his initial visit.]


3. Second visit on designated date and time - provide appointment slip to complete the process including watching a video

 



Henk advises that it is not possible for him to provide any driving license assistance trips during the period applicants must visit the LTO to obtain a future appointment.  Click here to visit the PCEC web page listing documents needed.

We have not seen any announcement regarding a change in policy that licenses which expired since January 2nd this year remain valid until 15 days after end of Emergency Decree which is currently 30 June 2020.  Click here for original article.
BOARD SUSPENDS DATE FOR AGM
 
The Governing Board has voted to suspend the date for the AGM and Board Member election procedures set forth in the By-Laws until the Thai Government lifts current restrictions on public gatherings. Current Board members and Club Officers will continue to serve until the next AGM is held.

A call for nominations will be made in a future Newsletter as will the status of the AGM. Board members with expiring terms may be nominated for another term.
CLUB ANNOUNCEMENTS
INFORMATION FOR USA CITIZENS - FBAR REPORTING - FOREIGN  FINANCIAL BANK ACCOUNT GRANTED AUTOMATIC EXTENSION UNTIL OCTOBER 15
 
The FBAR report is an annual report required for US citizens/residents. It is a separate report than that required for USA Income Tax Returns.  Click Here for more information on the FBAR and who is required to file it.  FINCEN announces that the although the due date for calendar year 2019 was 15 April 2020, an automatic extension to file has been granted until 15 October 2020.
UPCOMING HOLIDAY DATES IN THAILAND
 
During Thai Public Holidays, many bank branches and all Government Offices, including Immigration, will be closed. 
 
Please also note that, during Elections, Religious Holidays (actual day, not substitution day) and their Majesties Birthdays, there may be a prohibition on the sale of alcohol - hotels and similar establishments are usually exempt; consequently some entertainment venues may be closed.

Club Activities

The PCEC offers an opportunity for everyone to become involved in mid-week informal groups covering many interests. If you have an interest or idea to start a new group, please discuss it with a member of the Governing Board and we will help you publicize it. NOTE: These are activities organized by club member(s) and not by the PCEC. If they are operated in accord with the Club’s adopted Activities Policy, the PCEC will facilitate their activities by providing information at the meetings, on the website, and/or in the Newsletter.  The groups usually meet as scheduled, but it is always a good idea to contact the host to be sure of the date, time, and location.  There are Discussion groups, Recreational groups, Educational groups, and Dining groups. If you would like to organize a special interest group, send an email to info@pcecclub.org and put "Special Interest Group" in the subject line.

Assistance Available to Expats

Monthly assistance trips for current PCEC members to the Land Transport Office for obtaining Thai driving licenses by Member Henk Hauer usually take place on the last Wednesday of the month.Thai Immigration questions answered by Darrel Vaught.  There is a free DVD  & Book Exchange available at the Sunday meeting.

Getting a Thai Driving License
MEMBERSHIP

Membership is open to all. See Judith Edmonds before or after the meeting program for renewal of your card, or for a new membership card. 
For renewal, simply give Judith your expired card, for a new membership, get the application form from Judith or download it from the Club’s
website. 


A membership table will be open from about 9:45am to 10:30am each week.  It is located after the cashier and before the meeting room lobby where the buffet is set up.  After the meeting Judith will usually be available in the meeting room for a short period to handle membership matters.

At the meeting, you can ask Judith to arrange for Wat to take your digital photograph. Judith will include your  photo in our data base and it will be used solely for that purpose.

The annual membership contribution is 400 Baht.  This contribution funds the Club’s operations so that it can continue to operate as a non-commercial social organization.  You may, if you wish, extend your membership period for a longer period, e.g., 800 Baht for two years, 1,200 for three years, and so on.

Please be aware that membership applications and renewals need to be made, and paid for, in person at the Club’s Sunday meeting (for new applicants, a photo for our database and the membership card will be taken by the Club’s photographer) The new card is usually available to collect at the next regular Sunday meeting, either by the member or by someone on their behalf.
