Taiwan is a world leader in recycling.
Only 1% of its waste goes to landfill. The concept of 'producer responsibility' obliges industries to pay into a recycling fund to deal with the rubbish they create. Citizens pay to discard rubbish as they must buy a official rubbish bag and deliver it to the garbage truck.
How did they do it? The Taiwanese people insisted and made it happen.
