The Board Bulletin October 2015

A Letter from USBA's President,
Kristi Swett

The Leadership Academy, held at the Zermatt in Midway, Utah, was the highlight event in September. Over 130 of our school board members, along with a few Superintendents, participated in a very successful academy.

The committee, Kristie Cooley (chair), Melissa Ford, Kelly Blake and Ken Platt, put together a "construction" themed academy, Building Better Boards, with building activities, workshops and presenters to inform board members on issues relevant to their school board work. Lt. Governor, Spencer Cox, spent Friday morning with us, taking questions from the audience and talking about his and the Governors support for public education. Our evening ended with a wonderful performance from Eric Dodge and his band. Saturday morning we had our first, Academy 5k walk/run, it was the perfect way to start our day! The day was wrapped up with workshops and ribbon cuttings of our building projects. Overall, it was a great couple of days!

Are School Board Members Subject to Background Checks?

I occasionally have someone ask me are School Board Members subject to background checks? I have asked our Legal counsel for advice on this matter and I wanted share that information with you this month:

"I conclude that members of local boards of education are not subject to the background check requirements under the newly revised statutes on that issue. Under Utah Code § 53A-15-1503 (2015), school districts must require background checks and ongoing monitoring for non-licensed employees, contract employees, and volunteers who will have significant unsupervised access to students. (Charter schools, the other LEAs covered by the statute, must also do this for charter school governing board members.) By the definition of Utah Code § 53A-15-1502(c) (2015), a “contract employee” is a temp employee (someone employed by a staffing agency and working for the school district under contract between the district and the staffing agency).

NSBA News - JoDee Sundberg

We are into the 3rd month of school already, unbelievable! I know some schools are having parent teacher conferences, SCC are meeting, goals are set and students are learning. We are doing great things in Utah.

On the national level congress is back in session and NSBA is a major player with the reauthorization of ESEA. As you have heard, both the House and Senate have passed legislation. Now the key is to merge together these two bills with the best things happening for students through local governance and funding. If you go to https://www.nsba.org/advocacy/take-action you can see all that is being done from NSBA. This is also a place where you can send your congressman for support as well.

Safety Spotlight - Petextrians

We all know that a “pedestrian” is a person who is moving about, while using a human powered means of transportation (feet, skateboard, skates, scooters, etc…). However, there is a new and more dangerous type of pedestrian, who can be found in every corner of society. They are known as “petextrians.” A petextrian is a pedestrian who is distracted by some type of digital device, which has compromised their ability to detect and avoid hazards.
