A Letter from USBA's New President,

On June 22, USBA had the tremendous opportunity to host Michael Zola, Associate Executive Director and Kim Richey, Senior Government Affairs Counsel, both of NSBA, at Little America for an information presentation on ESSA, Every Student Succeeds Act. Some of our members had attended their presentation at the NSBA meetings in Boston and we felt strongly that this information needed to be shared with our members here at home. It was a great meeting! Their presentation included a general ESSA overview, and addressed specific information on the accountability regulatory action that’s taking place in the US Dept. of Education and information on the 2 sets of rulemaking that were proposed by the Department of Ed. We also learned about the legal requirements and the timelines that are required for the 2016-2017 school year. The turnout was great, we had Superintendents, Business Administrators, Board members, representatives from the Governor’s office, State School Board leaders, and State School Board members in attendance.

This truly is welcome legislation, the whole focus is to guarantee local governance and we are anxious to ensure that our local boards have as much authority and opportunity as can be provided. There are several steps to this and we’ll all be involved in the planning and implementation. So right now, there are some things that each of us can do. Talk with your local Superintendents and those Board members that attended that presentation. Start to become familiar with the requirements and opportunities that this law provides. Contact your national senators and representatives and let them know of your support for this bill.

It was a great honor for me to have Michael Zola and Kimberly Richey in Utah to present an overview and information of ESSA. I am grateful to USBA for being so forward thinking and allowing this seminar to take place. It has appeared in our NSBA Legislative Highlights by Kathleen Branch.
“NSBA Federal Advocacy Staff on the Road for the Utah School Boards Association – ESSA Workshop
On June 22, Michael Zola, Associate Executive Director, NSBA and Kim Richey, Senior Government Affairs Counsel, NSBA presented information on ESSA at an education forum hosted by the Utah School Boards Association (USBA). The event, coordinated by USBA, included representatives from the Governor’s office and the state department of education, state level education leaders, and school board members from across Utah. The presentation included a general ESSA overview, but also addressed specific information on the Accountability regulatory package published by the U.S. Department of Education (ED) and information on the two sets of rule making that were proposed by the ED during the negotiated rule making process. Federal Advocacy staff provided information on the legal requirements of ESSA, the transition timeline, requirements for the 2016-17 school year, and highlighted specific state and district responsibilities.”
