Leadership on Gender Equality in Warsaw
 
 
Despite the low ambition demonstrated throughout the negotiations in Warsaw, COP19 Parties adopted FCCC/SBI/2013/L.13 (Gender and Climate Change: Conclusions proposed by the Chair) which takes significant steps towards meaningful implementation of the COP18 Gender Decision. The Annex includes critical elements for implementation such as the launch of a framework on gender and climate change, the establishment of a timeline, capacity building for women delegates as well as for women and men negotiators, monitoring systems to track gender sensitive climate policy, and a call for greater understanding and knowledge of gender issues across UNFCCC thematic areas. Outstanding elements include allocation of resources for (1) strengthened participation of women delegates and (2) capacity building for negotiators, the UNFCCC Secretariat and stakeholders.
