US EPA EPP Program Announcement: Pilot Assessment Criteria and Call for Volunteer Standards & Ecolabels

With the goal of creating positive, measurable, and meaningful change in the environmental performance of products and services procured by the U.S. Government, the Environmental Protection Agency’s (EPA) Environmentally Preferable Purchasing Program is pleased to announce the availability of pilot criteria (.doc and .xls) for assessing standards and ecolabels. The criteria is the hard work of a balanced group of experts and stakeholders convened by EPA in a Pilot effort over the past year to test the implementation of Draft Guidelines for Assessing Product Environmental Performance Standards and Ecolabels in the building flooring, paints/coatings, and furniture sectors.

EPA is requesting comments related to the estimated time required for the standards and ecolabel community to respond to the voluntary information collection request (per U.S. Paperwork Reduction Act requirements). In addition, organizations are invited to volunteer to have their standard(s) and/or ecolabel(s) assessed for potential inclusion in EPA’s government-wide Recommendations per Executive Order 13693 Section 3(i)(iii)(A). To volunteer, please email the pilot effort's independent assessment entity under contract with EPA, Industrial Economics, Inc., at epapilotassessment@indecon.com.

Comments and intentions to volunteer must be received on or before May 25, 2016. For more information, please visit the Federal Register Notice and docket.

Participate in the 2016 Global Survey on Sustainable Public Procurement!

SPLC partners UNEP, ICLEI, and KEITI, cordially invite the SPLC community to participate in the 2016 Global Review of SPP Stakeholder Survey.

In 2013, UNEP conducted a survey that found that many of the world’s largest national government agencies had active Sustainable Public Procurement (SPP) policies and programs in place. Three years later, they are investigating:
  • How much has sustainable procurement grown and evolved?
  • What kinds of activities count as sustainable or green procurement?
  • What are the trends in key drivers and barriers?
  • How different are sustainable purchasing programs worldwide?
  • What resources and programming should be developed to advance sustainable procurement?
To help answer these questions, start the survey here: https://www.surveymonkey.com/r/SPP_2016

The survey is open until June 10, 2016. Results will be shared in the forthcoming 2016 Global Review of Sustainable Public Procurement.

If you have any questions about the survey or the broader 2016 Global Review of SPP, please contact Dr. Anastasia O’Rourke at aorourke@indecon.com

US Chamber of Commerce to Host Sustainability Forum

On May 16 and 17, the U.S. Chamber of Commerce Foundation will host its 6th annual Sustainability Forum, in partnership with the Ellen MacArthur Foundation and PYXERA Global. The event will convene thought leaders and practitioners from business, government, academia, nonprofit organizations and other stakeholder groups to explore opportunities and best practices for unlocking the value of the circular economy, and accelerating scalable solutions across global supply chains.

News You Can Use

West Coast Climate Forum Develops Climate Friendly Purchasing Toolkit
The West Coast Climate Forum developed the Climate Friendly Purchasing Toolkit to help public institutions meet climate goals by tackling GHG emissions from the goods and services they buy. These can exceed 50% of an organization’s total GHGs! Use this toolkit to target the most significant GHG emissions in your supply chain, by benchmarking your organization against others, or learning to do your own supply-chain GHG inventory. The Toolkit includes specific purchasing strategies to reduce the carbon footprint for high-priority sectors: asphalt, concrete, food, information and communication technology, diesel fuel, carpet and professional services.

A free webinar will be held on May 17 at 12:30 pm EDT to explore the Diesel Fuel and ICT Module. Register today!

European Commission Publishes Revised Version of Buying Green Handbook
This Handbook is the European Commission's main guidance document to help public authorities buy goods and services with a lower environmental impact. It is also a useful reference for policy makers and companies responding to green tenders.

Swedish Report: Sustainability Lacking in Public Procurement
The report takes a closer look at sustainable purchasing in the public sector and examines some common myths associated with including sustainability factors in the process. Deficiencies are identified in current legislation aimed at encouraging greater focus on sustainability factors in purchasing contracts. The study concludes that there is a need for tighter legislation, but also for buyers to take a greater responsibility at the grass roots level, by making more use of tools, such as third party certifications, available to them today.
