TOPLINE NEWS: In an open letter to the General Assembly this week, the South Carolina business community strongly cautioned legislators about the impact S.1203 could have if the bill even gets out of committee. Excerpts below and full text here.

"The Palmetto State has built a reputation as a welcoming place for world class companies to call home. People are taking notice of South Carolina for all the right reasons.  If S.1203 is advanced by the General Committee, make no mistake that it will have direct impact on South Carolina jobs and job prospects. Members of the General Committee and the South Carolina Senate have a unique opportunity to further distinguish our state from our neighbors to our north and south.The business community asks that members of the General Committee vote not to advance this bill and instead devote your attention to working on priorities that advance South Carolina." The conference provided an opportunity for manufacturers to network and discuss important topics like workforce, transportation, and regulatory policy at the state and federal level.

Statehouse Update: President Pro Tempore Hugh Leatherman’s bonding proposal for roads was introduced in the Senate Wednesday in the form of bill S.1258 and placed on the calendar for next week. The ten-year plan would generate funding using vehicle sales taxes and certain Department of Motor Vehicles fees - totaling $200 million annually. The legislation calls for $3.5 billion in infrastructure funding bonded over 10 years.
 
The bill now has to receive third reading by May 1st crossover deadline. The House and Senate are expected to go to conference committee to resolve roads funding. There are six legislative weeks left.

In other #scroads news, the House conference committee appointments for H.3579 were announced this week. They are: Rep. Todd Rutherford (D-Richland), Rep. Gary Simrill (R-York), and Rep. Brian White (R-Anderson). Senate conferees are expected to be named soon.

H.4717 – S.C. Farm Aid Fund
Summary: This bill allows farmers with total crop losses of 40% or greater from the flood to be eligible for a limited state grant.

H.3147 -  Military Retirement Income Tax Exemption
Summary: This bill seeks to eliminate income tax on military retirement income in South Carolina
