Boeing Workers Vote Down Unionization Attempt… This week, workers at Boeing’s North Charleston plant voted overwhelmingly against unionization, with 2,097 out of 2,828 workers voting no –  a stunning 74%.  Following the vote, Chamber President Ted Pitts said, “South Carolina jobs were the real winner today in North Charleston. We know South Carolina workers are second to none, that is why great companies like Boeing call the Palmetto State home.  Businesses value the direct relationship between employees and their employers because together they can accomplish more.” Click here to read his statement in full.

SC Business Community Road Coalition to Host Press Conference Next Week… The SC Business Community will be holding a press conference Tuesday, February 21 at 11:30 a.m in the Statehouse to convey our support for H.3516, a recurring and sustainable road funding bill. Pete Selleck, President of Michelin North America, and Lou Kennedy, President & CEO of Nephron Pharmaceuticals will be representing the Chamber at the press conference. Congressman Mick Mulvaney Confirmed as OMB Director… This week, the Senate confirmed our Representative from the 5th District, Mick Mulvaney, as Director of the Office Management and Budget. While we will miss his leadership in South Carolina, his fiscal conservatism will serve the nation’s budget office well. Congratulations, Rep. Mulvaney!

 S.118 - Civil Jurisdiction of Magistrate Court (Campsen)
Raises civil jurisdiction of magistrate court from $7,500 to $10,000.
Status: Received favorable report from the Senate Judiciary on 2/7 → Moves to Senate floor. Received 2nd Reading on 2/16 with a vote of 40-0.

S.219 - SC Conservation Bank Reauthorization (Campsen)
This bill reauthorizes the SC Conservation Bank which focuses on maintaining our state’s natural resources, safeguarding drinking water, and preserving our history and culture. To date, the Bank has protected over 280,000 acres, hundreds of miles of rivers and creeks, created State parks, expanded hunting lands, and preserved countless jobs in industries relying on natural resources.
Status: Taken up by Senate Finance Natural Resources and Economic Development Subcommittee on 2/14, carried over.

S.323 - Nuisance Suits (Campbell)
This bill protects manufacturers and industrial facilities from nuisance-related lawsuits.
Status: Introduced 1/31 and referred to Senate LCI Committee → carried over on 2/15.

H.3358 - Real ID (Willis)
This bill aims to update South Carolina driver’s licenses in order to comply with federal law.
Status: Resides in the House.

H.3516 – Infrastructure Funding (Simrill)
House Majority Leader Gary Simrill introduced this legislation which raises $600 million in recurring, sustainable revenue to fix our roads and bridges.
Status: Resides in the House, likely to be taken up week of 2/28.

H.3529 – Auxiliary Containers (Bedingfield)
This bill requires that regulations regarding the use of auxiliary containers, including plastic bags, may be done only by the General Assembly.
Status: House LCI Committee met 2/15 and the bill received a favorable report by a vote of 17-7 → Resides in the House.

H.3565 - Automatic Stay (Fry)
Removes indefinite automatic stay.
Status: Amended and passed out of House Judiciary by a vote of 17-7 on 2/14 → moves to House floor.

H.3650 - Business Licensing (Sandifer)
This bill streamlines the business licensing fee process.
Status: Introduced 2/2 and referred to House LCI Executive Subcommittee. Ted Pitts testified in support of the bill on 2/8 and the bill received a favorable report from the subcommittee. Received a favorable report from full House LCI Committee on 2/9 → Moves to the House floor.

H.3653 - Nuisance Suits (Forrester)
This bill protects manufacturers and industrial facilities from nuisance-related lawsuits.
Status: Received a favorable report from the House LCI Real Estate Subcommittee on 2/16 by a vote of 5-0 → Moves to full House LCI.

H.3726 - SC Retirement System (Herbkersman)
The state owes roughly $20 billion more in promised benefits to retirees than it has in its pension system. This bill increases employers' contribution rates by 7 percentage points over the next 6 years, which will contribute an additional $3.2 billion into the system.
Status: Received a favorable report from the House Ways & Means Committee on 2/16 by a vote of 20-0 → Moves to House floor.
