European Commission reviews UCP Directive

Brussels, 14 March 2013: the European Commission adopted its report on the effectiveness of the Unfair Commercial Practices Directive.
The report acknowledges that advertising plays a vital role in a functioning Single Market and is the main tool for companies to sell their products and services cross-border. Advertising allows companies to differentiate themselves openly: it stimulates competition, decreases prices and increases quality.
At the same time, there are still concerns regarding two areas in particular:
· Green claims – claims such as "eco-friendly", "biodegradable", "sustainable" and "natural” are often seen as “very general, vague and not well-defined”, making it  difficult to verify their truthfulness;
· Vulnerable Consumers: the report identifies as a concern “some aggressive practices targeting children, in the field of on-line games, as well as the elderly”, and underlines the importance of protecting vulnerable consumers.
The Commission concluded that updating the Directive is not yet necessary, since more experience in member states is needed before deciding on the success of the legislation.

Brussels, 19 March 2013: The European Parliament’s Committee on Legal Affairs (JURI) adopted its opinion on the Proposal for a Data Protection Regulation. JURI is the final committee to adopt its opinion, after the Committees on Industry (ITRE), Internal Market (IMCO) and Employment (EMPL) all presented their proposals in January and February 2013.  
JURI MEPs showed a rather extensive support for the European Commission’s proposal, agreeing on issues such as profiling and the definition of personal data:
· The committee agreed on adopting a wider definition of personal data which includes, for instance, IP addresses
· The JURI opinion includes the necessity of explicit consent of the citizen for the use of their data
· JURI MEPs also called for significant financial sanctions in cases of company non-compliance (fines of up to a million euro or 2% of the global business figure)
All opinions are now being analysed by the competent committee on the matter - Civil Liberties, Justice and Home Affairs (LIBE) – under the lead of Green MEP Jan Philipp Albrecht. Although initially scheduled for the end of April 2013, the vote in LIBE was postponed until the end of May 2013.
In January 2012, the European Commission proposed a new Data Protection Regulation, replacing the Data Protection Directive from 1995. The new text is currently being discussed in the Parliament and Council. The two institutions will have to agree on the final text before it becomes legislation in all EU Member States.

The European Advertising Certificate Exam 2013 will take place on 18 April 2013. The deadline for registrations has been extended to 11 April 2013. This is the second edition of the EAC exam, after a successful edition in 2012, which numbered over 400 EAC participants. 

The Certificate is open to agency employees of member agencies of the European Association of Communications Agencies (EACA) across Europe, Africa and the Middle East with up to two years of industry experience and provides learners with a thorough understanding of the advertising industry and its processes, a comprehensive overview of the brand communication process and acts as a complement to their day-to-day ‘on the job’ experience.

The Call for Entries for the Euro Effie Awards 2013, chaired by L’Oreal’s Head of Digital, Georges-Edouard Dias, are open to all agencies (whether members of the EACA or not). Agencies are invited to submit campaigns which ran in two or more European markets in 2012. All entries must be submitted before 15h00 CET on Friday, 19 April 2013.

These Awards, for European Social Marketing Campaigns, recognise excellence in promoting care for people, resources and the environment. They are part of the EACA’s overall commitment to promote Corporate Social Responsibility and are linked to the ACT Responsible online gallery and the ACT Responsible World Tour.
In 2013, a special Award has been created as part of the EACA Care Awards to honour MEPs’ contribution to social, humanitarian and environmental causes.

Brussels, 20 March 2013: EACA’s Integrated Marketing and Communications Council of Europe  (IMCC) has elected Fiona Moore, Marketing Director of Blue-Chip Marketing, as its new Chair. Moore takes over from Alvaro Alés, General Director of Arena 360°, integrated marketing division of Havas Media Group.

EACA and its European Institute for Commercial Communications Education (edcom) welcome applications for the EACA International Summer School until 8 April 2013.

From 8-12 July 2013 students and young professionals will attend workshops by leading advertising practitioners at IADE – Creative University in Lisbon, Portugal. During the week, they will learn how the different communications disciplines fit together to create a complete campaign and work in international teams on a single real client brief.

This year the EACA Summer School is working in partnership with the leading games producer EA Sports, who will provide the client brief which will be presented to all the attendees on the first day.

40 years of AACC: from commercials to communications

TParis, 22 March 2013: Established in November 1972, the French Association of Communications Agencies celebrated its forty years of existence during the Agencies Open Day. This was an opportunity to revisit the debates and battles that marked the advertising profession during the last decades: loi Sapin, loi Evin, the Green Bill Grenelle, as well as very current subjects such as the remuneration of agencies.

Mad Women: a Herstory of Advertising

When Christina Knight, one of Sweden’s most renowned creative directors, realised that all the books she had ever read on advertising were all written by and primarily about men, she started writing another history – herstory. This book was made possible by funding from Komm and is part of the association’s ongoing work for gender equality.

IAB Russia re-launches MIXX Conference

Moscow, 8th March 2013: The MIXX Conference is held annually in most countries with the support of local IAB offices. First licensed by IAB Global (New York, USA), this year’s Conference will be held in Moscow on 15th May 2013. In 2010 and 2011, the MIXX Conference & Awards were held as part of the Moscow International Festival of Advertising and Marketing Red Apple under the name Red Apple MIXX. After a yearlong break, IAB Russia decided to re-launch Russia MIXX independently in order to preserve the original concept but following the American guidelines.

MIXX Russia has the support of the Russian Association of Communication Agencies (RACA), the European Association of Communications Agencies (EACA) and IAB Europe and it is licensed by IAB Global. The Conference is unique for Russia both in terms of format and content and filled with new ideas, all set in the Russian capital.

IPA announces Council results 2013

London, 21 March 2013: Ian Priest, Founding Partner of VCCP and International Managing Director of Chime, has been elected as new President of the IPA. He succeeds Nicola Mendelsohn, Chairman and Partner of Karmarama. The election took place at an IPA Special Council meeting today (21st March 2013). He will deliver his inaugural speech at the IPA Members' Lunch on 17th April.

London, March 21 2013: Marketing budgets were set to rise in all global regions in March according to the latest data from Warc’s Global Marketing Index.
For only the second time since the Index began in October 2011, European marketers reported net growth in budgets last month, with an index value of 50.5. This represents a 1.7 point increase from February.
Marketing budgets also rose in the Americas (55.4) and Asia Pacific (51.2). Globally, the index of marketing budgets improved from 51.7 in February to 52.4 in March, which is the index’s highest reading in 11 months.
