2019 Policy Address initiative on longitudinal study
2019

The Policy Address announced on 16 October affirms that language barriers hinder ethnic minorities from attaining higher education qualifications, securing better jobs, integrating into local communities and accessing public services. Hong Kong Unison has advocated for years to the government to conduct a longitudinal study to understand the learning needs of non-Chinese speaking (NCS) children. We welcome the initiative of the Education Bureau to “explore how to gauge their progress in learning Chinese language through longitudinal studies, and provide feedbacks to schools to further enhance support services.”

Children's Council 2019

Hong Kong Unison's Vice Chair, Mr. Jeffrey Andrews and Executive Director, Ms. Phyllis Cheung were invited as panel guests at the 2019 Children’s Council Meeting on 19 October to hear child councilors debate the motion “the Government should adopt effective measures to help ethnic minorities deal with their difficulties in learning Chinese”. We are glad that the Council noted the need to support ethnic minority students learn Chinese.

Confronting Inequality and Exclusion Workshop

On 11 November, Hong Kong Unison was invited as panel speaker at the "Academic Workshop: Confronting Inequality and Social Exclusion" organized by Justice Centre Hong Kong and Education University Department of Asian and Policy Studies, on the topic “the Rights to Education for non-Chinese speaking and ethnic minority students in Hong Kong”. Other panel speakers include Dr. Fernand de Varennes, the United Nations Special Rapporteur on minority issues, who stated that exclusion on language is discriminatory.

Election Observation Project

Unison was invited to share about concerns and needs of ethnic minorities during District Council Election on 12 October organized by the 選舉觀察計劃 Election Observation Project. Many participants actually were not aware of the rights of ethnic minorities during election and it was a participative discussion.

District council workshop

Aiming to encourage our ethnic minorities to exercise their civil rights, Hong Kong Unison organized an interactive workshop on 7 November. That night, our participants expressed their concerns on how to vote in the upcoming election and knew more about the power of their vote ticket.

Awardees ice breaking

On 2 November after the AGM and Award Ceremony, we organised two games for the new batch of awardees to get to know each other and to break the ice. The awardees participated enthusiastically and will a lot of zeal. A great start to the scholarship year!

On 12 October, we organized a group interview to select the awardees of Unison’s Chinese Performance Scholarship. Aside from obtaining great results in the open-exams, our invited interviewees had to present their critical thinking and Chinese oral skills to be qualified for the award!

EMPOWER program

EMPOWER is an initiative by The Amber Foundation for ethnic minority young women. The program aims to groom the students, help them make connections in the business world, and also to learn key skills from some very experienced and dynamic working women. The program is a series of workshops and the first workshop was on 15 October. There are 22 participants in the program; out of which 13 are Unison awardees and alumni.

School talks

Unison conducted three interactive talks for secondary F2, F4 and F5 students. One talk was conducted on 1 November and the other 2 were on 30 October. The topics were Exploring Identity and Hong Kong Citizenship, Life Planning and Career Exploration and Pathways. In total we catered to 350 students. The highlight of the talks was sharing by five Unison Scholarship Awardees.

Parents talk

On 18 October, Unison held a parent talk at Baptist Oi kwan Social Service on the topic “SSPA”(Secondary school Places Allocation). Around 14 NCS parents participated at the talk. The parents were eager to know about choosing suitable secondary schools for their children and preparation of portfolio.

Tutor Sharing, Outreach and Home visits

Four of our tutors joined the tutor evaluation session on 23 October. The tutors shared their individual experiences of teaching NCS students Chinese. They also shared their struggles of not having enough additional resources or materials to better equip and guide the students in learning Chinese.

In October, Unison conducted one outreach and six home visits for home tutor matching on Chinese for ethnic minority children living in Tsz Wan Shan, Tai Wo Hau, Cheung Sha Wan, Sha Tin Wai areas. The primary and secondary level students studying in various Chinese and English medium schools without much support on Chinese were provided with the Chinese volunteer tutors.

Leadership Academy

Two of Unison staff, Mandy and Rashmita, had been nominated and selected to join the 2019 American Express Leadership Academy in Hong Kong. This one-week leadership programme was organized by American Express and Common Purpose, which aimed to address the leadership development needs of not-for-profit sector through various means, including workshops, keynote presentations and executive coaching.
