What responsibility does an app have for harm caused by users?

My recent post that generated the most debate was an op-ed on The Guardian about Strava, a fitness app that encourages cyclists to compete for "King of the Mountain" status on specific routes. Two people have been killed in Strava-related activity. What responsibility do you think Strava has, beyond what a court of law might say?
